Report : Safety Capability Post Hong Kong Convention

This report examines how safety is evolving in ship recycling at Alang and what it means to move from compliance to capability in practice. Drawing on field research at a Hong Kong Convention–compliant facility, it highlights how recent investments in infrastructure and systems are reshaping operations and shows that safety is ultimately built through people, experience, and day-to-day decision-making. The report identifies five areas where the industry can build on this progress. Together, these insights begin to outline where the industry’s next phase of progress may lie and why investing in the human foundations of ship recycling will be central to building long-term safety capability.
